Inside QAIRU: Supercomputers, a 3-Year Curriculum, and the Ecosystem Powering Kazakhstan’s First AI University

Astana, Kazakhstan — The educational landscape of Central Asia has officially entered a new era. Today, Astana Hub hosted a press conference to mark the inaugural academic year of the Qazaq AI Research University (QAIRU). Established under the directive of the Head of State, this is the region’s first higher education institution built specifically to drive the development of artificial intelligence.

As reported by Tiek.kz, university leadership unveiled key details about its disruptive curriculum, tuition costs, and major international tech partnerships.

Building from Scratch: Quality Over Quantity

Why build a brand-new institution instead of upgrading an existing university? Dinara Shcheglova, Vice Minister of Science and Higher Education, explained that it was a strategic choice. Changing the deeply ingrained mindset of traditional academic staff takes years. Given that there are only a handful of universities globally where processes are entirely AI-driven, Kazakhstan opted for a “clean slate” approach.

Enrollment is strictly capped to ensure elite standards. QAIRU Rector Sapar Toksanov confirmed an annual quota of just 400 bachelor’s and 100 master’s students. Despite overwhelming demand and a massive influx of applications, there are no plans to increase these numbers.

“We do not want to chase quantity; our focus is purely on quality,” Toksanov emphasized.

A Three-Year Sprint to a Real AI Product

QAIRU is dismantling traditional academic timelines. Instead of the standard four years, the bachelor’s degree is condensed into an intensive three-year program. Integrated with industry giants like Google and Samsung, the curriculum is dense, reflecting the rapid pace of the tech world.

The entire three-year journey is focused on a single goal: building a viable AI product.

  • Year 1: Identifying a real-world problem and creating a Minimum Viable Product (MVP).

  • Year 2: Developing a fully functional AI service.

  • Year 3: Launching the complete AI product, which serves as the student’s final graduation thesis.

QAIRU goes beyond the traditional university model. It operates as a comprehensive tech ecosystem featuring academic and research hubs (partnering with Lenovo, Huawei, and Samsung), a business incubator, and a national AI platform. Every student operates with a digital profile, and AI assistants are seamlessly integrated into the daily educational process.

Tech Giants and Supercomputing Power

Advanced AI requires massive infrastructure. According to Gizzat Baitursynov, Vice Minister of AI and Digital Development, the university has already been allocated 20 GPUs from the Alem Cloud supercomputer—ranked 86th in the global Top-500. This computing quota will scale as demand grows. Furthermore, a landmark agreement is in place with NVIDIA and Presight to build a massive 250-megawatt data center.

QAIRU’s international collaborations are rooted in actionable projects, not just paper memorandums:

  • Lectures led by scientists from the Shanghai Innovation Institute (China) will kick off this October.

  • A direct academic bridge is being built with Tsinghua SIGS (allowing a QAIRU bachelor’s graduate to transition directly to a master’s in China).

  • Student exchange programs are currently being finalized with Shanghai Jiao Tong University and Korea University.

  • A specialized certification program for educators is launching in partnership with the University of Helsinki.

Faculty, Tuition, and Reversing the Brain Drain

The university maintains a highly focused 1-to-12 teacher-student ratio, starting with a core team of 24 educators. Instructors are evaluated not only by their academic credentials but by the actual volume of code they write.

Tuition and Grants:

  • Bachelor’s Degree: Starting at 2 million KZT per year (state educational grants are available).

  • Master’s Degree: Approximately 3 million KZT per year. (Grants are expected next year, as the university received its official license after the government had already distributed this year’s quotas).

  • The university plans to apply for a doctoral (PhD) program license this October.

Addressing concerns about tech talent leaving the country, Aydyn Sabitov, advisor to the rector, highlighted the strategic location of the campus. The EXPO district—home to the university, Astana Hub, and the upcoming AI Center—creates a unique, self-sustaining environment. QAIRU’s ultimate mission is to build an ecosystem where graduates find it significantly more profitable and exciting to launch startups and build tech careers right at home in Kazakhstan.
