From Cybersecurity to Defense Agencies: Tokayev Outlines Aida Balayeva’s Sweeping Mandate in the Security Council

Astana — President Kassym-Jomart Tokayev has officially approved the comprehensive duties of the newly appointed Deputy Chairperson of the Security Council, Aida Balayeva. The Akorda press service has revealed the critical spheres that now fall under her direct supervision, Tiek.kz reports.

A Broad Mandate: Defense, Digital Threats, and Artificial Intelligence

As announced on September 11, the Deputy Chairperson is vested with massive coordination and oversight functions. Balayeva’s strategic portfolio will encompass the following high-stakes areas:

• Strict Execution Control: Ensuring the rigorous and complete implementation of all acts, mandates, and decisions made by the Security Council, particularly those issued during emergency sessions.

• Security Bloc Coordination: Managing the interaction between state agencies responsible for national security, bolstering the country’s defense capabilities, and maintaining strict law and order.

• Cybersecurity and Digital Ecosystems: Overseeing information and cyber security, which crucially includes regulating the use of artificial intelligence (AI) and protecting citizens’ personal data.

• Countering Internal Threats: Spearheading the fight against corruption and economic crimes, alongside managing civil defense initiatives.

In addition to these strategic pillars, Balayeva is directly tasked with organizing the administrative and operational framework of the Security Council Apparatus.

The Unique Status of the Security Council Apparatus

The official statement from Akorda also underscored the distinct constitutional status of the Security Council Apparatus itself. The agency functions as an independent state body, subordinate and accountable exclusively to the President of Kazakhstan.

The primary mission of the Apparatus is to refine the national security risk monitoring system, ensure the resilience of state governance, and provide robust institutional support for the Security Council’s activities.

“These tasks are aimed at protecting the sovereignty and independence of the Republic of Kazakhstan, its territorial integrity, its national interests in the international arena, and the foundations of the constitutional order,” the official statement concluded.

This development closely follows President Tokayev’s recent approval of the newly reshuffled Security Council roster, which introduced historic changes to the advisory body.
