AI and Smart Badges: Kazakhstan Drives Massive Digital Transformation in Healthcare
Astana — Kazakhstan is in the final stages of transitioning from dozens of disconnected medical databases to a unified, nationwide ecosystem known as e-Densaulyq. Prime Minister Olzhas Bektenov recently held a strategic meeting with the Ministry of Health, specialized agencies, and leading IT companies to review the execution of the Head of State’s mandate on healthcare digitalization, Tiek.kz reports.
Eliminating “Phantom Patients” and Saving Billions
Minister of Health Akmaral Alnazarova reported that a single ecosystem has successfully replaced 23 disparate databases, digitizing the records of 21,000 medical organizations and 257,000 healthcare professionals.
Consolidating these databases has allowed the government to instantly detect systemic fraud and regulatory violations:

400,000 outdated medical records were purged from the system, including files for deceased individuals.

1.4 million fictitious prescriptions were canceled, preventing 31 billion tenge in unjustified budget expenditures.

Unjustified consumption of medical services was reduced by 7 billion tenge.

The system identified 38 clinics operating without licenses, leading to the immediate suspension of 27 of them.

Through data integration with the Ministry of Internal Affairs, authorities identified citizens with medical contraindications to driving, resulting in the suspension of nearly 10,000 driver’s licenses.
For doctors, the unified system has been a game-changer. Data is now entered only once, and documents are generated automatically, cutting bureaucratic paperwork by 40%.

SOS Buttons and Strict Vaccine Control
The meeting also strongly emphasized the physical safety of medical workers and the quality control of pharmaceuticals:

Smart Badges and SOS Buttons: Ambulance crews and hospital staff are being equipped with video badges. In the event of patient aggression, a distress signal and live video feed are automatically transmitted to the Police Operational Control Center, prompting immediate patrol dispatch. The project is already live in Shymkent and the Zhambyl region, covering 3,800 medics by the end of the year.

The “Cold Chain” Project: Starting October 1, 2026, automated vaccine tracking will roll out nationwide. Temperature sensors and GPS tracking will monitor the storage and transportation conditions of immunological drugs from the warehouse directly to the clinic.
How Artificial Intelligence is Saving Lives
The Ministry of Health also unveiled several highly successful pilot projects leveraging AI and telemedicine:

Centralized Teleradiology: AI algorithms are now analyzing CT, MRI, and mammography scans from 400 medical institutions across the country. This innovation has accelerated diagnostics by 4 times and increased the early detection of pathologies by 32.2%.

AKYLMED.AI Assistant: An AI-driven virtual assistant now handles 24/7 patient booking, sends screening invitations, and collects feedback. This has significantly reduced the burden on front desks and slashed doctor no-show rates by two-thirds.

School Telemedicine: Launched on September 1, this initiative provides remote consultations with specialized doctors during school health checkups, scaling to cover approximately 8,000 schools.
Summarizing the session, Prime Minister Olzhas Bektenov stressed the strategic imperative of completing this digital overhaul:
“The President has set a clear goal: we must move away from fragmented information systems and establish a unified digital healthcare loop. All systems must be integrated, data must be accessible and up-to-date, and effective AI solutions must be scaled across the entire industry and all regions. We need to see practical returns: high-quality medical services, cost optimization, and the elimination of administrative barriers,” the Prime Minister concluded.
