Tokayev Approves New Security Council Roster: Emergency Situations Minister Joins for the First Time

Astana — President Kassym-Jomart Tokayev has officially approved the updated composition of the Security Council of the Republic of Kazakhstan. In accordance with the Law “On the President of the Republic of Kazakhstan,” the Head of State personally chairs this crucial consultative and advisory body, Tiek.kz reports.

The Updated 13-Member Roster

Including the President of the Republic of Kazakhstan, the newly formed Security Council consists of 13 high-ranking officials. The updated lineup is as follows:

  • Kassym-Jomart Tokayev — President of the Republic of Kazakhstan (Chairman)

  • Erlan Karin — Vice President of the Republic of Kazakhstan

  • Aida Balayeva — Deputy Chairperson of the Security Council of the Republic of Kazakhstan

  • Aibek Dadebay — Chairman of the Kurultai

  • Olzhas Bektenov — Prime Minister of the Republic of Kazakhstan

  • Roman Sklyar — Head of the Presidential Administration

  • Berik Asylov — Prosecutor General of the Republic of Kazakhstan

  • Yermek Sagimbayev — Chairman of the National Security Committee (KNB)

  • Saken Isabekov — Head of the State Security Service

  • Mukhtar Tleuberdi — Minister of Foreign Affairs

  • Dauren Kosanov — Minister of Defense

Key Changes and Historic Additions

The most notable innovation in this reshuffle is the official inclusion of the head of the Ministry of Emergency Situations, Murat Mukhanov. This marks the first time in the nation’s history that the Emergency Situations Minister has been granted a seat on the Security Council, highlighting a growing strategic focus on national disaster readiness and civil defense.

Additionally, on September 5, President Tokayev made a series of new leadership appointments within the administrative apparatus of the Security Council to further strengthen the body’s operational capacity.
